About Hong Kong Doctors Union (HKDU)

Hong Kong Doctors Union (HKDU) is the only registered trade union in Hong Kong dedicated exclusively to doctors, whether employed in the public sector or practising privately as self-employed professionals.

Founded in the mid-1960s to address the shortage of medical services in public housing estates, HKDU has evolved from a clinic-allocation body into a strong professional organisation that safeguards doctors’ rights, promotes continuous professional development, and serves the wider community.

Key milestones

– 1966: Provisional “Low-Cost Clinics Doctors Management Committee” formed under the then Deputy Director of Medical & Health Services to coordinate clinic allocation in public housing estates.

– 1971–1975: Successive name changes reflecting expanding scope (Low-Cost Clinic Association of Registered Doctors → Public Housing Estate Clinic Association of Registered Doctors).

– 1976: Incorporated as Estate Doctors Association Ltd. (EDA).

– 2000: Renamed Hong Kong Doctors Union Ltd. after the Housing Authority ended nomination-based clinic allocation.

– 2002: Registered as a trade union under the Trade Unions Ordinance, completing its transformation into Hong Kong’s sole doctors’ trade union.

Today HKDU represents nearly 2,000 members and continues to champion professional autonomy, fair working conditions, high-quality continuing medical education (CME), and constructive public–private collaboration.

Our Mission

1. Protect doctors’ rights and professional autonomy

Advocate for fair employment practices, resist policies that undermine professional independence, and support both private practitioners and overworked public-sector doctors.

2. Uphold and advance professional standards

Provide practical, high-quality CME programmes (Sunday afternoon symposia, luncheon meetings, study groups, online learning) so that members can deliver the best possible care to patients.

3. Serve the community

Educate the public on health issues, issue timely epidemic alerts, support charitable and health-promotion initiatives, and maintain an open Doctors Directory for easy public access to medical information.

4. Foster collegiality and member welfare

Offer medical indemnity schemes, recreational and sporting activities, family events, and practical support services that strengthen the medical community.

HKDU remains committed to the principle that a strong, respected, and fairly treated medical profession is essential to the health and well-being of Hong Kong.
